Panacea is right, dry winds also dehydrate the lips.

Can I just add something. You mentioned something in latin with "angular" (I'm too lazy to look back, lol), I'd just like to say that if that's what I think it is (namely, (a bit) painful chapping in the corners of the mouth that never seems to heal, then I'd like to say that it is something that might have to do with decifiencies, or that you just need a cream from the doc for a few days until it heals. This condition is not the same as ordinary chapping of lips, because it is not on the lips but the corners of your mouth. But it is your mouth, you know where the pain is. :D

Yes, if its the corners of your lips, then it might be a deficiency, indeed.
Might be B1, for example. (in that case you need more OJ and egg yolks, and not sugar)

Well, it's windy the past few days, but how do I know whether the wind is dry? And, it's both at the corners and on my lips.

You can check the data about the humidity in your area.

Right now, relative humidity is 38%, Wind E 22km/h and Wind gusts 31km/h. Is that dry wind?

In the US, the city with the lowest humidity is Las Vegas, averaging 39% for a high and 21% as a low,
so, yes, its dry, and windy, so yes, you better use protection indeed.
