It could happen if you eat too much fructose (like 50+ grams) at once, or have problems digesting fructose (condition known as fructose malabsorption).
The water retention happens in the intestines though, this is where the undigested fructose sits and attracts water.
So I'm not sure what kind of cosmetic effect it could have, and specifically in this case; maybe a swollen belly but certainly not "soft" looking muscles. Obviously that guy doesn't know much what he's talking about.

Undigested fructose / water retention could be prevented by pulp free sipped orange juice ?

Yes, unless you have the fructose malabsorption condition, then you really don't have much tolerance for fructose.

Bloating, diarrhea and/or constipation, flatulence, stomach pain, vomiting, nausea, mental depression.
The method used for a clinical diagnosis is called a hydrogen breath test.
