How do dopamine levels become overly high? Does flucuating blood sugar levels play a role?

Certain drugs can cause irregularities in dopamine levels, but I never heard anyone talk about having trouble with too high levels, rather the opposite.

Indeed, drugs like clozapine (for schizophrenia) and cocaine may cause elevated dopamine levels, for example by reducing the capacity of the dopamine storage pool.
Iron also plays a factor (iron deficiency disrupts dopamine metabolism)
And peeling your fruits is essential because organophosphates in pesticides are known to elevate acetylcholine neurotransmission and dopamine metabolism; they are related to Parkinson's disease.

Yes, you need increases in the blood sugar level to take up tyrosine in the brain for conversion into dopamine, which happens after every meal.
