Yes, all chocolate is a munchfood.

Isn't anything a munch food as long as you only eat max of 800 calories/15g protein daily?

I believe the Munch Food section of the book says to completely ignore nutritional value and gives suggested recipes and states that you should choose foods with good fats, when you can. So, it seems as long as you do not go over the 15 grams of protein and 800-1000 suggested calories total munch food allowance per day, you can choose any food as your munch food, is that correct?

If not, then what food is not allowed as a munch food?

Yes, that is correct. Although basically everything is a munchfood which isn't on the Wai Diet (fruit, olive/coconut/avocado oil, egg yolks, raw fish(/meat), nuts), as long as you abide by the munchfood rules, it's okay. :)
